Roby Robertson, Ph. D.

Roby Robertson, Ph.D., is Director of the Institute of Government and Professor of Public Administration at the University of Arkansas at Little Rock (UALR). The UALR Institute of Government conducts public policy research and analysis for state, local, and regional governments, as well as non-profit organizations; training for state, local, and non-profit managers and executives; and an accredited master’s degree program in public administration.

Dr. Robertson has an extensive background in research and teaching, with a focus on the effective use of the political and policy process. He was a member of the inter-disciplinary academic group that in 2001 studied the issues of water rates and water service for the cities of Little Rock and North Little Rock. The resulting Water for our Future: Overcoming Regional Paralysis report was the impetus for the cities to merge their public water systems into CAW. Following the utilities’ merger has been an unprecedented inter-local cooperation, on a regional initiative, to secure future water needs for the entirety of Mid-Arkansas, which encompasses a fourth of the state’s population. Dr. Robertson was also an author of Water for Saline County: A Tale of Two Futures, which led to additional cooperative agreements on water supply.

Dr. Robertson is a winner of UALR’s Faculty Excellence in Public Service award and holds a Doctorate in political science from the University of Oklahoma. Dr. Robertson is a Little Rock representative on the CAW Board.
